Russian cargo spacecraft docks with space station on 2nd try
An unmanned Russian cargo ship parked itself at the International Space Station tonight (July 28), in a second attempt to test an updated space docking system, NASA says.
The robotic Russian Progress 47 spacecraft re-docked to the space station to test the new Kurs-NA docking system. The cargo ship safely approached the station and automatically attached itself to the Pirs docking compartment on the Russian segment of the massive orbiting laboratory at 9:01 p.m. ET (0101 GMT July 29). Russia intends to use the Kurs-NA docking system on future unmanned Progress spacecraft and manned Soyuz vehicles.
The Progress' safe docking followed a failed first attempt four days ago, on July 23, which was aborted after a technical glitch prevented the spacecraft from reaching the orbiting outpost. After that attempt, the Progress 47's onboard computers kept the craft a safe distance away from the station while Russian engineers analyzed the failure.
Today's successful maneuver was a key demonstration of the new Kurs-NA docking system, which is an updated version of the Kurs system that has been integrated into Russian spacecraft for years. Engineers made several upgrades to the newer version, including better electronics that are expected to use less power and improve safety.
As part of the test, the robotic Progress 47 spacecraft approached the station to within about 29 miles (46 kilometers). At this range, the Kurs-NA system was activated, and the cargo ship carefully attached itself to the space station. [Infographic: How Russia's Progress Spaceships Work]
The Progress 47 docking test occurred a day after a different unmanned cargo freighter arrived at the space station. The Japanese H-II Transfer Vehicle-3, or HTV-3, was safely attached to the orbiting outpost Friday morning (July 27). The Progress 47 cargo ship is scheduled to make its final departure from the space station on July 30 at 2:11 p.m. EDT (1811 GMT).
The space station's Expedition 32 crew, led by Russian cosmonaut and station commander Gennady Padalka,monitored today's docking test. There are currently six astronauts living at the orbiting complex, including Padalka, Russian cosmonauts Sergei Revin and Yuri Malenchenko, NASA astronauts Sunita Williams and Joe Acaba, and Japanese astronaut Akihiko Hoshide.
The next Russian cargo ship, Progress 48, is slated to launch on Aug. 1 from the BaikonurCosmodrome in Kazakhstan.

Bangalore's Seniors Head to Work as 'Traditional Indian Family ...
Sheela Rao, 67, has never written a r?sum?, attended a job interview or used a computer in her life. She has not ever worked in an office. Yet on a recent Saturday, Ms. Rao, a sari-clad, bindi-wearing homemaker, jostled with 1,000 other elders like her, some in their 80s, at a job fair named ?Jobs 60+? in Bangalore.
A job fair for seniors is a paradox in a ?young? city where multinational employers from Silicon Valley?s hottest social media firms and top Wall Street banks throng colleges to sign up those in their 20s even before they graduate.
The weekend gathering offered a glimpse into the social upheaval in Bangalore and other large cities where older Indians are buffeted by rising living and health care costs on the one side and fading support from their ambitious, globally mobile children.
Adding to the complexity, many Indians retire at the mandated age of 58 or 60, and social security covers only a sliver of the population.
This generation on the cusp of great change has not programmed their retirement finances properly, said Dr. Radha Murthy, an elder care pioneer and medical practitioner, whose nonprofit Nightingales Medical Trust organized the job fair. It is the first age band wedged between the traditional and the rapidly westernizing.
Ms. Rao has five children, all married, and lives in the home of her oldest daughter, a bank employee. There, Ms. Rao has gradually become confined to two rooms at the back of the house, she said. She cooks for herself and has very little independence. For instance, to listen to music she must wear headphones so as to not disturb the family.
Ms. Rao knows many others in the same boat. Across the street is an older neighbor who pines for the affections of her son who works in the United States.
?Young people these days are arrogant because they earn big money. They are only interested in themselves,? rued Ms. Rao.
The 3,000-rupee ($54) monthly pension she receives after her banker husband?s death is barely enough to survive on, so she makes pickles and snacks to sell in the neighborhood. The income from such exertions too is patchy, so Ms. Rao went to the job fair to look for a steady job and a regular income.
There were dozens of companies looking for accountants, administrators, teachers and insurance salesmen. But, alas, nobody had a job for an elderly homemaker.
The large Indian family has all but disappeared, and the pressures of urban living are being felt in nuclear families, says Ashok Dey, chief executive of an upscale retirement community called Suvidha in the suburbs of Bangalore.
The elderly who expected to be cared for in their old age, as in the generations preceding them, are finding that their busy children are chasing their own careers and ambitions and have no time, inclination or money for them, said Mr. Dey, who said he and his affluent neighbors in the Suvidha community were not in that situation.
Dr. Murthy said, ?It is an India where kids no longer want to spend the summer with the grandparents; they would rather spend it at Disneyland.?
At the senior job fair, a dozen young employees from a large multinational bank were volunteers, and they highlighted the age and wage contrast. One of them, Krutika Kuppuraj, 23, an analyst, was overwhelmed by the tales of despair around her. The Indian value system emphasized respect for elders, but that is eroding fast, said Ms. Kuppuraj.
A few of the volunteers were all too aware that the meager monthly pension that some seniors received is the equivalent of what they routinely spend at a cafe on a casual outing.
The massive turnout at Jobs 60+ may have revealed only the tip of the problem because India?s middle class is adept at keeping up social appearances. ?Many middle-class Indians will not tell on their kids or let the ?all-is-well? facade slip,? said Dr. Murthy.
Until he retired recently, V. Mohan, 64, worked for three decades for a single employer, a university. That day at the fair, Mr. Mohan was not looking for a white-collar job. He was willing to settle for any type of work, he said.
His 6,000-rupee rent ($108) is eating into his 10,000-rupee ($180) pension, and that has made him desperate.
Of Mr. Mohan?s two children, one daughter has recently married and lives with her husband. He is supporting the other as she finishes up her Ph.D. Mr. Mohan insists that he does not want her money when she starts working.
Another recent retiree, Chandrajayanthi Mala, 60, a former medical counselor, was at the job fair because she was already gazing into the future. Her husband is on the verge of retiring. She knows many older people have been dumped by their kids who are in ?sophisticated jobs.?
?The future is scary as there is no dignity for elders in the family, no importance to their ideas,? she said.
Her son will soon be married, and she prays that he and his future wife will take care of them. Not willing to totally rely on prayers, however, she decided to join the lines at the fair.
Unfortunately, a cruel outcome awaited many elderly job seekers who did not have any computer or other marketable skills.
In Bangalore, a job market long associated with young, fickle, itinerant workers, the fair?s organizers thought they had a unique proposition: the loyalty, experience and cost effectiveness of older employees.
Yet neither Ms. Rao nor Mr. Mohan made the cut.

Local Boy, 7, Loses Battle with Brain Cancer
Trent Williams, the local seven year-old boy with brain cancer, has passed away.
Funeral arrangements have been made. There will be an open casket viewing Thursday from 11-2, with funeral services starting immediately after.
The event will be held at Strasburg High School, and Trent's dad posted on Facebook that all are invited to attend the celebration of Trent's life.
Pastor Charles Headley, who became friends with the Williams family during Trent's ordeal, says the boy will never be forgotten.
"That is my hero. That little man is my hero. He has etched a place in my heart that will last forever," says Pastor Headley. "He was a jedi. He was a warrior. It's an inspiration to everybody. The things that this young man endured, with how easily so many people today in this world complain, they should reflect on what this young man endured."

Jaguars name Tony Khan senior VP of football technology, analytics
Tony Khan has been named senior vice president of football technology and analytics for the Jacksonville Jaguars.
Khan, son of Jaguars owner Shahid Khan, accepted the position in July, spokesman Dan Edwards said. The Jaguars didn?t announce the new position, only including it in their 2012 media guide.
Shahid Khan alluded to his son?s role in an interview with The Business Journal earlier this year.

BUCHAREST, Romania (AP) ? Romania's unpopular president was fighting for his political life on Sunday as Romanians voted on whether to impeach him, part of a political battle that has raised questions about the rule of law in the fledgling European Union member.
Traian Basescu's rivals in the government are seeking to impeach him for the second time in five years. They claim the 60-year-old populist violated the constitution by meddling in government business, coddling cronies and using the secret services against enemies.
Basescu, a former ship captain whose popularity has plummeted over economic challenges, says the impeachment process is a political vendetta carried out by opponents and has urged his supporters to boycott the vote ? a tactic that may help him survive thanks to a rule requiring turnout to be more than half of the total electorate.
The political turmoil has dented Romania's credibility, with the U.S. and EU expressing doubts about the left-leaning government's respect for the independence of the judiciary. Critics accuse Prime Minister Victor Ponta, himself the subject of a plagiarism scandal, of orchestrating the move as part of a power grab.
Polls opened at 7 a.m. (0400 GMT) and will close at 11 p.m. (2000 GMT) with 18 million Romanians eligible to vote. Most are expected to vote to impeach Basescu, but it is uncertain whether the government can muster the necessary turnout.
Basescu, who has been president since 2004, saw his approval numbers drop after government introduced austerity measures in 2010 to meet demands by the International Monetary Fund in exchange for a multibillion euro (dollar) loan. The government cut public wages by one-fourth and raised sales tax to 24 percent, one of the highest in the EU.
Ponta says that Basescu's confrontational style of governing and interfering in the justice system and government business are evidence that he is unfit for the job. He says that charges that he plagiarized his 2004 doctoral thesis are orchestrated by Basescu's camp.
The foreign ministry has opened polling stations in embassies in the United States, Italy, Spain, France and elsewhere where an estimated 2 million Romanians are eligible to vote.

Court rules on Toronto construction worker deaths

Earlier this month, Ontario Justice Robert Bigelow rejected submissions for a $1 million penalty and fined Toronto company Metron Construction just $200,000 after it pled guilty to a charge of criminal negligence causing death.
The charge arose from the Christmas Eve 2009 deaths of four Eastern European workers, who plummeted 13 stories to the ground after the swing-stage scaffolding they were on broke in half. The company was also ordered to pay an additional $30,000 ?victim surcharge,? while sole owner and Metron director, Joel Swartz, was fined $112,500 for four violations of the provincial Occupational Health and Safety Act.
The ruling drew breathless reportage from the country?s major newspapers. ?Historic guilty plea,? intoned the National Post. ?This is the first time in Ontario the criminal code has been used to hold a company responsible for a worker?s death,? said the Globe and Mail. For his part, Judge Bigelow claimed that his ruling was meant to send a message that breaches of workplace safety provisions ?will not be tolerated.?
A closer look at the facts surrounding the case points, however, to an entirely different conclusion.
Swartz and his company had pled guilty to a series of safety code contraventions that included failure to take reasonable care that workers were adequately trained in using the fall protection system (the workers were not using their fall arrest lines), failure to keep proper records of training given, failure to take reasonable care that a scaffold was not defective or hazardous, and failure to ensure a suspended platform complied with construction regulations. Swartz had struck the plea deal in order to escape criminal conviction.
Immediately after the sentencing, however, Swartz?s lawyer, Jay Napster was more interested in ?taking care? that blame for the tragedy be shifted away from his convicted client. ?For reasons we will never know,? said Napster, ?the workers, including the site supervisor, all of whom were trained and experienced, and knew better, decided to assume a risk that had tragic consequences.?
Napster did not feel it necessary to mention in his statement that in the months and weeks leading up to the tragedy, safety inspectors had issued at least five ?stop work? orders for the high-rise balcony repair project that the victims were working at. Nor did Napster note that even though his client ultimately pled guilty to a handful of charges, 16 charges had been initially laid against him and another 30 lodged against the company.
The four dead workers and a fifth who was seriously injured in the accident were all recent immigrants. Lacking means and Canadian work experience, they become part of a pool of cheap labour workers, many of whom are driven to seek employment in the ?underground economy? and are hence reluctant to press for proper safety training.
Killed in the incident were Vladimir Korostin, whose wife and two children face a deportation threat, Aleksey Blumberg, Alexander Bonderev and Fayzullo Fazilov. A fifth man, Dilshod Marupuv, who survived the fall suffered severe spinal and leg injuries, and according to his lawyer, will probably never work again.
The judge?s ruling has caused considerable outrage amongst workers across Canada. Under the criminal negligence law, Swartz was liable to a lengthy jail sentence. Instead, his company has been ordered to pay a fine that amounts to a paltry $50,000 for the life of each of the four dead workers. The Crown Attorney had asked for five times that amount ? a still modest fine of $1 million ? but the judge accepted the complaint of Swartz?s lawyer that since the deaths of the four men Metron Construction has lost up to 50 percent of its earnings.
The penalty levied against Metron, a company that admitted blatant disregard for standard safety practices, pales beside fines imposed on companies where deaths occurred without a finding that the safety code had been contravened. For example, Wesbell and Bell Canada were recently fined $480,000 after two Toronto area workers drowned in a metre of water after passing out from lack of oxygen in a fibre-optic vault.
It is not simply in the boardrooms and the courts where one finds the issue of workplace deaths placed into the category of ?the cost of doing business.? Provincial and national governments defend business interests and regard workers as expendable grist for grinding out profit. The corporate mantra of ?deregulation? has become the watchword for all levels of government. Safety regulations become only so much ?red tape,? while cutbacks to workplace inspectors make a mockery of workplace health and safety legislation. To take just the latest example, the Conservative government of Stephen Harper now requires all federal departments to perform a ?cost-benefit? analysis on any new regulatory proposal.
The ruling in the Metron case places the spotlight on amendments to the Criminal Code of Canada made in 2004. Known as the ?Westray Act,? the amendments supposedly make it easier to lodge criminal charges with the possibility of up to life in prison for corporate managers and directors found guilty of failing to keep workers in their employ safe. The revisions, announced with much fanfare at the time, came as a result of the lengthy investigation into the Westray mine disaster in Nova Scotia in 1992 that took the lives of 26 miners.
Every detail about that incident pointed to corporate greed and political corruption as the chief culprits in the miners? deaths. The mine, considered to be dangerous, was opened in New Glasgow, a town blighted by unemployment and poverty. Poorly trained men took the work out of desperation; fearful for their jobs, they kept quiet about a multitude of safety violations. One miner who did complain to government inspectors was fired. The inspectors, under the company?s thumb, failed to take action. A methane explosion quickly ensued and 26 miners paid the ultimate price. Not one company official spent even a day in jail as a result of the disaster.
Twenty years after that criminal incident, and eight years since the amendments to the Criminal Code, not a single corporate director has been jailed. Between 2004 and 2010 there have been 7,045 workplace deaths in Canada. According to the Ontario Federation of Labour (OFL), last year alone, 436 workers died in the province from either workplace accidents or occupational disease. Another 240,000 injury claims have been filed.
Labour leaders were quick to denounce Swartz?s light sentence. ?It is shameful that it has taken twenty years to see an Ontario company fined for killing workers. Victims and their families can?t wait another twenty years to see bosses held to account,? said OFL President Sid Ryan. But Ryan and the rest of the trade union officialdom remained culpably silent on their own role in the carnage afflicting workers at Canadian job sites. For decades, they have acted as the junior partner of the corporations in gutting work rules, grievance procedures and job classifications and enforcing speed-up and mandatory overtime in countless concession contracts ? all factors contributing to the ever-expanding enrichment of a wealthy elite at the expense of workers? personal safety and indeed, their lives.

Ivory Coast leader foresees Mali intervention soon
PARIS (AP) ? The leader of West Africa's regional bloc said in an interview published Sunday that military intervention in Mali is "inevitable" within weeks, if there's no quick change in the nation where Islamist extremists rule the north.
Alassane Ouattara, who also is the president of Ivory Coast, told the French weekly Le Journal du Dimanche that half the intervention force would be made up of Malien soldiers and would likely include soldiers from Niger, Nigeria and perhaps countries such as Chad ? with logistical help from France and the United States. He defined logistical help as material support and counselors but added that combat aircraft are needed.
"If the situation doesn't evolve favorably and rapidly, yes, there will be a military intervention in Mali," he said. "It seems inevitable." He added, "I think we can talk in weeks, not in months. There is urgency."
Ouattara serves as the head of the West African regional bloc known as ECOWAS, which secured Mali's consent for an intervention at a meeting last week in Ivory Coast of West African military chiefs of staff to discuss intervention. There is agreement on a force of nearly 3,300, with an initial deployment of police and gendarmes followed by soldiers, he said.
Ethnic Tuareg rebels took control of Mali's vast north after a coup in March, but the Tuaregs have since been driven out by Islamist rebels who want to impose a strict version of Islamic law. An estimated 300,000 people have fled the region as al-Qaida linked groups impose their rule.
The proposal for the intervention force would need approval from the U.N. Security Council, which France leads starting Wednesday. Ouattara just ended a visit to Paris and a meeting with President Francois Hollande, and suggested in the interview that the French presidency would facilitate passage of a resolution.
France appears to be preparing the diplomatic groundwork for a possible intervention. Foreign Minister Laurent Fabius was completing a tour of capitals in the region from Niger to Chad.
In the United States, Michael Sheehan, the Defense Department's assistant secretary for special operations, said Thursday at the Aspen Security Forum in Colorado that "all options would be considered for what is a looming threat" and that discussions with France and Britain are under way. The United States has held special training missions in the past in Mali to counter the presence in nations of the Sahel of al-Qaida in the Islamic Maghreb, an Algeria-born affiliate of the terror network.
The Ivory Coast leader said in the newspaper interview that he does not foresee the use of any non-African ground troops in a Mali intervention.
Mali moved toward turmoil with a coup in March led by Capt. Amadou Sanogo that ousted the democratically-elected government. An interim president, Dioncounda Traore, was appointed in April, but was attacked and injured by supporters of Sanogo. Traore returned only Friday to his homeland after medical care in Paris.
France, like other nations, hopes Traore's return will set the stage for formation of a national unity government, considered the top priority.

A low pressure system moves eastward and away from the Northeastern US, but continues pushing a cold front southeastward throughout the day. The system will move from the Ohio River Valley and Mid-Mississippi River Valley into the Southeast stretching from the Mid-Atlantic states into the Lower Mississippi River Valley. Microsoft vs. Motorola decision sees Droids banned in Germany over FAT patent
The latest development in our neverending saga of worldwide patent warfare is a decision by a Mannheim judge banning Motorola's Android devices on the basis that they violate a FAT storage patent owned by Microsoft. FOSSPatents' Florian Mueller tweets that it is the third victory by Microsoft over Motorola, and Microsoft has already issued a triumphant statement of victory which you can read after the break. There's more details about patent EP0618540 on the site -- it deals with common name space for long and short file names -- including a note about an email from Linux creator Linus Torvalds being cited as prior art. Motorola has been swinging its own patents around as well, but most recently a case to ban the Xbox 360 was delayed. We haven't heard from Motorola or Google on this ruling yet or what their response will be -- entering into a licensing agreement or changing the storage system used on their phones are possible options. Microsoft will have to put up a 10 million euro bond to enforce an injunction if it chooses, we'll check back once the other shoe drops.
